Feature Request: Ability to enable debug symbol builds by default for all new ppas in a Team

Bug Description
Launchpad should have a feature where a Team can manage ppa preferences on a global basis, and these preferences will be used as default for all new ppa's created by Team members.
The use case for SEG in particular, is to be able to enable "Building of debug symbols" and "Publishing of debug symbols" by default on our SEG Team, so all new ppa's created will have this option automatically set.
This makes sure that hotfix builds and the like which are destined for customers have debug symbols built, as it is easy to forget to manually enable these options and when things do go wrong, we are not left in the cold when we go looking for debug symbols.
"Building of debug symbols" and "Publishing of debug symbols" should still default to disabled for all Teams, and this should able to be changed on a opt-in basis for interested teams.
