Use rate of revisions to inform the tag cloud

Bug Description

The tag cloud size is based on number of branches. We could get a more interesting measure of activity by making the size based on rate that revisions are added to all branches of the project.

I think an ideal metric would be one with a few properties:
 - fresh projects shouldn't spike hugely and then disappear
 - mature projects that are idle shouldn't dominate

Something like LOC/contributor over the last 2 weeks might be a good starting place.
