Converting bugs on one target to questions on another is non-trivial

Bug Description
Let's say that I see a bug reported against Launchpad bugs that is not only really a question, but also a question about, say, Ubuntu.
In order to convert this bug to a question about Ubuntu I need to do the following:
1) Mark the bug as invalid for Launchpad bugs.
2) Mark the bug as also affects Ubuntu.
3) Convert the bug to a question.
I should be able to carry out all these steps as part of step three: since I'm turning the bug into a question I should also be able to retarget it and mark the original bug invalid.

I marked this a duplicate of bug 80902 because the described workflow becomes moot when Lp works they way users think about this issue.
