It should be easier to report a bug from your own Bugs page

It is difficult to get from one's bug list page, to a bug reporting page.

A link to the general "Report a bug" page (https://bugs.launchpad.net/bugs/+filebug) should be provided on the user's profile, e.g. https://bugs/launchpad.net/~user). I suggest putting it in the top right, similar to how it would appear in a package's bug page, at https://bugs.launchpad.net/ubuntu/+source/package/)

All sounds like a good idea to me. You're right it is actually a bit tricky to get from the ~user page to make a new bug report. If screen space is an issue then the link could instead be at the bottom as simple text like on any bug report (including this one).

I don't think screen space should be an issue, if it isn't for the package's bug list page.

But as you suggest would be much better than the status quo.
