Two Summary text fields shown but only one updates the bug summary

Bug Description
To reproduce:
Firefox
Create a new bug report, click Continue
The main bug page has two summary fields, one for checking similar existing bugs, another that actually updates the summary for the new bug. (see screenshot)
It's confusing to have two fields when only one actually changes the bug summary. A user might accidentally update the check field when editing and end up losing their summary edit.
The check summary field should just be consolidated into the actual Summary.
