Can comment on a bug when there are new unseen comments

[ I would have expected a bug for this already, but I didn't find one after searching for a bit ... sorry if this is a dupe. ]

If someone comments on a bug between me loading the page and submitting my own comment, there's no notification of the collision. This can sometimes lead to confusion, when the chronological order of messages doesn't make sense when read back later. Or maybe the new comments provided pertinent information that would alter the one that you're submitting.

Fanciest would be loading new comments (and other changes?) dynamically and somehow notifying that this happened. Less fancy but still OK would be something like wikis do: notify on submission if the underlying page has changed under your feet.
