It's difficult to tell that your application for official mirror status was declined

Bug Description
To submit my unofficial mirror for official status I check a checkbox labelled "Apply to be an official mirror of this distribution". There are a couple problems with this from a UI standpoint. First, "apply" is an action, not a state--it belongs on a button. Second, if my mirror is rejected, the only way I can tell is that that checkbox comes unchecked.
A more intuitive UI would expose "Apply to be an official mirror of this distribution" as a button for unapproved projects, and display a message on the mirror page (as mentioned in the initial comment to bug 123581) for as long as approval is pending. Ideally you'd also have an email notification on approval or disapproval.
