HWDB: Define a list of allowed units for the <answer> tag in submissionn data

the <answer> tag in the data of HWDB submissions may contain the result of a measurement, which conststs of a numeric value and a unit. To avoid multiple units for the same dimension. e.g., B/sec, MB/sec or inch, cm, foot, we should define a list of allowed units.

I am not declaring this bug as "fix committed": Though I think the current definitions are sufficient for a start, I suspect that units for some useful measurements are yet missing.

We've removed the hardware database, so this is no longer applicable.
