full path names on patch uploads are unnecessary

Bug Description

Why does launchpad feel it's necessary to preserve the full path name of a file when I upload a patch? Doing so from windows results in some long, ugly strings, that are generally unpleasant to read, eg:

** Attachment added: "C:\Documents and Settings\Administrator\My Documents\command-not-found.diff"
   http://launchpadlibrarian.net/10798000/C%3A%5CDocuments%20and%20Settings%5CAdministrator%5CMy%20Documents%5Ccommand-not-found.diff

I see no beneficial reason for this behavior; where the file was uploaded from on my system is irrelevant to anyone being able to download a patch and apply it. Most systems I've worked with just preserve the filename itself.

One could also argue that you're unnecessarily exposing aspects of the user's system to the public (potentially operating system, username, directory names, etc). This is probably a bit extreme, however I feel that if anything it adds to the justification for changing the current behavior.
