Enable projects to allow FAQ based searches against a Project-Group

Bug Description
In the same vein as Bug #126370, we should allow project-groups to enable a feature that when someone searches against a project, the search results come from all projects within the project group.
If this is for some reason not desirable, having a flag to special-case Launchpad as a project group that uses projects differently, so that searches get FAQs from across the Launchpad project group would be the next best thing. What we are seeing is that people are submitting duplicate questions because they are filed against the wrong Launchpad product.
