PGP keys link unnecessarily to keyserver with explicit port, causing SSL issues

Bug Description

When clicking on the links to OpenPGP keys, the link is to http://keyserver.ubuntu.com:11371. When using HTTPS Everywhere or similar to upgrade http connections, the result is SSL_ERROR_RX_RECORD_TOO_LONG. This can be confirmed by navigating to https://keyserver.ubuntu.com:11371. However, https://keyserver.ubuntu.com works just fine. This was tested with Firefox 58 should the browser have anything to do with it.
