Bug Description

For some reason, I'm unable to reassign LP: #1722798 from Ubuntu/ibm-java71 to Ubuntu/ibm-java80.

But i can open brand new bugs against ibm-java80 package, as seen in bug #1778558

Is there some database maintenance needed to be done? is there anything that can be done to make ubuntu have ibm-java80 source package?

The error seen upon attempts to reassign is "There is no package named 'ibm-java80' published in Ubuntu."

I wonder if the core of this bug is in DistributionSourcePackage.ensure. It checks "spph.archive.purpose != ArchivePurpose.PRIMARY", when perhaps it should check "not spph.archive.is_main" instead in order to handle the partner archive correctly?

(This results in the package widget not considering ibm-java80 to be a suitable token in the context of Ubuntu.)

This also breaks loading the bug if you manually set the desired tasks using the API, because the web UI fails to initialise the edit form. See OOPS-77eaec93a11f050a298861668799c1ed.
