Tom and I discussed this at the recent UDS, and now Abel and I discussed it a bit more. Plans are to do this bug -- i.e. add an icon to distinguish patches from other bug attachments -- and also to break out patches into a separate portlet on the bug page.

So there will be a new "Patches" portlet added that sits above the "Bug Attachments" portlet on a bug page at the same time as we fix this bug.
