uGet is not publishing to the snap store after building successfully

Bug Description

The uGet team have setup Git mirroring for their project on Sourceforge and Launchpad is successfully building snaps of uGet.

  * https://code.launchpad.net/~michaeltunnell/+snap/uget

However when LP attempts publishing to the snap store it is failing with "Store upload failed: 403 Client Error: Forbidden" being shown in the Build status page. Here are some example builds exhibiting the issue:

  * https://code.launchpad.net/~michaeltunnell/+snap/uget/+build/35370
  * https://code.launchpad.net/~michaeltunnell/+snap/uget/+build/35371

The uGet maintainer (michaeltunnell) has tried re-authorising his account, but to no avail. Raising this issue here as requested by cjwatson.

This now says the following instead (from https://code.launchpad.net/~michaeltunnell/+snap/uget/+build/45508):

   Store upload failed: Developer has not signed agreement.

... which indicates the problem. Go to https://dashboard.snapcraft.io/dev/agreements/new/ to fix this.

Make sure you're logged into dashboard.snapcraft.io as ~michaeltunnell rather than any other account, in the event that you have more than one. If it still doesn't work after that then we can investigate from the store end.
