Launchpad is proposing fixed and invalid bugs

Bug Description
When reporting bugs Launchpad proposes bugs it thinks that are similar. Nice idea but completely useless. Just test it: input "test" as summary of a new bug report and then press Next. As result you get a list with only fixed bugs.
The bug is here that users of course report existing bugs and not already fixed bugs. The solution would be simple:
- ask the user for his Inkscape version
- if he enters not 0.92, tell him that there is a new version available and deny the bug report
- if he enters 0.92, only propose open bugs
Don't propose invalid bugs since a user who already took time to report an issue is of course sure that his bug is real.
