Unable to tell what's wrong when fails to upload snap to the store

Bug Description

While trying the "Automatically upload to store" feature on Launchpad, it fails with "Store upload failed: 403 Client Error: Forbidden".

@cjwatson pointed out that "This must mean that you either haven't signed the developer agreement (https://myapps.developer.ubuntu.com/dev/agreements/new/) or you haven't set a developer namespace
(https://myapps.developer.ubuntu.com/dev/account/)."

Indeed this issue is solved after I signed the agreement and set a proper developer namespace. Thanks!

@cjwatson also said that "It used to be that Launchpad couldn't easily tell the difference, but it
should be able to now. Please could you file a bug against Launchpad itself (https://bugs.launchpad.net/launchpad/+filebug) for us to surface this error more gracefully?", so here comes the bug. :)
