Please allow manually marking packages 'failed'

Bug Description
There are certain times when a package is known to be looping or such, and it would be nice to be able to mark it as 'Failed to Build', with a comment to allow someone to fix things before retrying the build.

We need an extra build state. Currently, bad builds are marked as superseded, we need an explicit "cancelled" or somesuch.
