launchpad: remove headers from Contents files

Bug Description

Some of the Contents files (but not all) have a plain text header in
them with documentation explaining how to use the files.

It isn't very useful to include plain text documentation inside files
that are machine-readable. Such documentation should appear in the doc/
directory instead if it is to be documented within the repo itself.

Removing the header will fix this apt-file bug immediately,
without having to update apt-file in all Ubuntu/Debian suites:

This will only take effect when suites are published again, so I can't promise that you'll see all the beneficial effects in stable releases, but it will at least be fixed for zesty and future releases.
