Submitting bug for non-existent distro source package triggers OOPS on submission, should not allow you to start

Bug Description

If you directly visit the URL to file a bug for a non-existent distro source package, the process appears to work until you submit the bug. It then generates an OOPS with no obvious cause.

Pressing back also results in the form submission data being lost, which is also non-ideal.

Example case was the following URL in a blog post recently which is incorrect:
https://bugs.launchpad.net/ubuntu/+source/canonical-livepatch/+filebug

Expected Result:
The original page should not let you start filing the bug

This is a regression caused (I think) by the fix for bug 42298.

I just ran into this when trying to file a bug before accepting a package from source NEW.

Possibly because I'm in ~ubuntu-dev or ~ubuntu-bugcontrol or some other team I have UI to report bugs visible here, so for me I don't have to directly visit a URL - Launchpad's UI tells me that it is possible.
