Bug Description
Juju core uses launchpad to track issues and features. However, we use
github for our codebase.
Sometimes our users would file their bugs and concerns in github. We'd
like to copy these into launchpad and close github issues.
Current plugin specification [1] does not support import/forwarding from github.
