timeouts when triggering snap builds

Bug Description

when triggering new snap builds for https://code.launchpad.net/~snappy-dev/+snap/ubuntu-core i often get timeout errors, this happens via the UI as well as via a launchpadlib script.
the last two OOPS IDs this produced were:

OOPS-a9d5e8c47cb69641674e12dd57721fc9
and
OOPS-322f158f10e992611259f04264779df0

from IRC:

<cjwatson> ... "That one could be fixed with a bit of property caching"...
<cjwatson> ... "regression in r18036, apparently"

Fixed partly by this change, but mostly by cleaning up a long-running transaction on a production slave and vacuuming the BuildQueue table so that the offending query's performance is reasonable again.
