Bug Description
I'd like to create a new FAQ, to which I already know the answer. It looks like at present the only way to add it is to first ask the question, then say that it's a FAQ, then say to create a new FAQ.
This is not so good because:
- it's not obvious
- it clutters the tracker with hypothetical questions
- people may waste time answering the question I created just to answer it
