Release series Blueprints page should know that I'm not a driver

A page like <https://blueprints.launchpad.net/launchpad/2.0> or <https://blueprints.edge.launchpad.net/bzr/bzr.dev> has a message at the bottom: "You can [show declined feature goals], and if you are a driver of 2.0 then you can accept goals that [have been proposed]."

Well, thanks. You know I'm not a driver. What a useful thing to tell everybody, even if they have no affiliation with the project. I get the +setgoals link in the Actions portlet too. In fact, both the links down the bottom of the page are also in the Actions portlet, so that text probably shouldn't be there at all.
