ability to split bugs

Bug Description

It would be useful if it was possible to have a button next to bug comments that allow turning that comment into a separate bug. Reason for this is the fact that users sometimes add comments to bug reports they think are about their bug.

... although it should be said this can be done manually by copy&paste, then adding a comment saying 'see also bug 1234'
