Incorrect determination of response for Incomplete bug

On https://bugs.launchpad.net/landscape/+bug/1511328 the bug was marked Incomplete with a question added to the OP (all good!). This is showing up in searches for INCOMPLETE_WITH_RESPONSE (e.g. https://bugs.launchpad.net/landscape/+bugs?field.status%3Alist=INCOMPLETE_WITH_RESPONSE) despite there being no response on the bug since the status was marked Incomplete.

We are guessing that perhaps the order of events from the AJAX form submission counted the first comment (the question) as an answer?
