"Also affects distribution" asks for distribution when it's guessable from the URL

Bug Description
When recording a bug as affecting another distribution (or, once bug 123899 is fixed, another project), Launchpad asks for the distribution and then the URL of the bug report in that distribution's bug tracker.
The URL is the most important item. Based on the URL it may be possible to intelligently populate the distribution/
Fixing this bug would invalidate bug 135006. See also bug 1334 and bug 84323.
