i18n/Index erroneously includes path to each file

Bug Description

Since r17912, Soyuz publishes i18n/Index as if it were a normal index like Release, with paths like "main/i18n/Translation-en". But the index is in main/i18n, so its paths should be relative to that directory: eg. "Translation-en". This breaks apt translation fetching and some mirroring tools.
