"Change your mailing list subscriptions" submission buttons are confusing

On https://launchpad.net/~racb/+editmailinglists, the number of mailing lists I see is over a screenful. I just tried to subscribe myself to twhat happened to be the first one on my list. Since the submit button requires a scroll, I scrolled down to the bottom and clicked what looked like a submit button. It didn't work because I clicked "Update Policy" the bottom, not "Update Subscriptions" a little further up.

I happened to notice that the change didn't work, even though Launchpad told me that the policy was updated. It took me a couple of tries to figure out what was wrong. I now understand the difference between "Policy" and "Subscriptions", but it wasn't clear to me when I first tried. Launchpad also silently threw away my subscription option change.

I wonder if this has happened to others without them realising? I think the UI could be improved here to prevent this problem from occurring. For example, the page could have a single submit button, or there could be a clearer separation between the two sections.
