“Proprietary bugs cannot affect multiple projects” is distracting

Bug Description
1. As a contributor to a project where the default is for bug reports to be “Proprietary”, go to its bug list.
2. Browse the bug reports.
What you see: Immediately below the most prominent element on each report, the “Affects” table, is the text “Proprietary bugs cannot affect multiple projects.”.
What you should see: The text should be much less prominent.
This is tricky because the text is in exactly the right place in context: it’s where you’d normally click to add another project/package. So moving it elsewhere, while making it less distracting, would make the situation harder to understand.
One solution would be to show something like the normal icon for adding a project/package, then show the text only if you hover or click on the icon.
