Public MPs superseding private ones require logging in

Case in point:

It supersedes https://code.launchpad.net/~aacid/unity8/new_dash_navigation/+merge/270634, which is into a private branch, so the MP is private, too. The superseding one should not be made private, but should probably hide the supersede link instead.
