Reduce spamming for answers sections

Bug Description
In the past months, the Inkscape project's answers section (and other projects', even the 'launchpad itself' answers section) has repeatedly been flooded with spam.
This, aside from sending thousands of emails to the registered answer contacts, required the answer contacts for the projects to file a question to the launchpad team, and the launchpad team to delete masses (sometimes thousands) of spam questions.
As this workflow is not very efficient, it would be good to find a better solution to this problem.

"I'm not sure that limiting questions per user would help particularly, as we've seen that the spammers are quite happy to register lots of burner accounts if they need to. My understanding is that the captcha situation for signup has got worse recently, and we need to investigate that, although I could be out of date there. In any case, Answers isn't really a great place to discuss this; it probably ought to be in a bug."
