Popups don't work until page is completely loaded

The popups on a bug page for changing status / importance / milestone etc don't work until the page is completely loaded. There can be a few seconds while the page renders where you can click on one of these and instead of a popup you are taken to a traditional web page. This is much slower than using the popups.

I've ended up training myself to wait even when the page appears loaded, but it's a race and sometimes I still click before the popups are ready. It would be preferrable for the popups to be delayed loading instead of falling back to the traditional page.
