Editing archives with enabled restricted processors OOPSes

Bug Description

If an archive has enabled restricted processors and you don't have launchpad.Admin on the archive, then it's impossible to save the +edit form; the disabled checkboxes corresponding to the restricted processors aren't submitted with the form, so you get something like https://oops.canonical.com/?oopsid=OOPS-9de61c05d7c88735fa8ab60a5432e4c3 ("CannotModifyArchiveProcessor: powerpc is restricted, and may only be enabled or disabled by administrators.").

I think the fix is to extend that form's validation code to do the same kind of thing that we currently do for enabled unavailable processors (e.g. lpia), namely to force enabled processors whose checkbox widgets are disabled into the list.
