Bug Description
I'm trying to convert a private team to public, but running into this error. cjwatson agrees that the limitations for converting a private team to a public one shouldn't include the case where someone has used the "contact this team's admins' option for the team
"This team cannot be converted to Public since it is referenced by an usertouseremail."

The only way I can find to create this type of notification without also having the team be a member of another team (which separately inhibits the privacy switch) was removed in r14780 in February 2012. However, there's still at least one example of it in the database.
