Bug Description
This is related to bug 137268. The NoMoreAptFtpArchive code is generating Packages files with non group/world read permission, which is required as it generates a public archive.
The problem was papered over by adding some additional code to explicitly set the permissions, but in reality this should not need to happen because the umask does not remove group/world read.
This bug is entered so that we don't forgot to investigate the root cause.
