Bug Description
There are several instances where I am trying to retrieve attachments on comments on a bug, but the API returns 0 attachments despite them clearly being there on the web interface.
For example, on this bug:

The attachment on comment #1 is correctly returned by this link:
https:/
However the attachment on comment #2 is missing on this link:
https:/
