Should stop bugmail from a project when it no longer keeps bugs in LP

Bug Description
There are some projects that used to keep bugs in Launchpad, but have switched their bug trackers to track bugs "Somewhere else" and they just end up using the ubuntu/
For example, unity8 and indicator-messages.
But you can still have bugs tasks for the project. And Launchpad will still send out notification emails for anyone that was still subscribed when the switch happened. But now those users can't unsubscribe, because the UI for doing so is no longer shown.
I think LP should stop sending such bugmail if the project says it isn't keeping bugs in LP.
