Every "Former members" batch page starts with a list of "Active members"

Bug Description
1. Go to <https:/
2. At the end of the "Former members" list, choose "Next".
What happens: The next thing you see is a list of 75 "Active members".
What should happen: You see only former members.
One way to implement this would be to omit the "Active members" list whenever you specifically request a "Former members" batch, and vice versa.
Another way would be for the "Former members" batch navigation to scroll you to the top of the new batch inside the page.
