Final batches of 1~2 items are annoying

In any batched list of things (such as search results, branches, or translatable items), it is possible for the last batch to have only one or two items in it. This is annoying.

This could be avoided by combining the second-to-last and last batches if the number of items in the last batch would be less than, perhaps, 1/4 of the batch size.

this also affects the truncation of comments which are too long.

in this case the truncation algorithm cut the last 19 characters from the last line. the comment should only be truncated if it is at least 10 (or 20) lines too long, and truncation should leave lines intact.

the bug as 120 comments and launchpad is hiding two comments. launchpad should not hide only two comments. it should wait until there are 10 comments too many and then hide 10 comments.
