3. Submit the form:

Launchpad should have said something sensible about proposing cross-vcs merge request

It's not actually a cross-VCS merge request at all; lp:guacamole is interpreted as the default Git repository for the guacamole project. The problem here is that the "Target reference path" field was left blank and that causes the form validation code to crash.
