get a better design for loggerhead

Loggerhead needs a better design for wherever it is used, not just Launchpad.

This design would use fewer CSS selectors (currently there is a separate selector for most elements).

It's currently blocked on needing instructions for how to run loggerhead so that I can see the changes I'm making.

I think the minimal steps are:

1) get a branch of loggerhead
2) put this:

[loggerhead]
[[devel]]
folder='.'
"""
into a file called 'loggerhead.conf'
3) run "./start-loggerhead.py -f"

but I'm not on a machine I can test this on right now.

I think that there is a missing step documented somewhere.

Loggerhead has a dependancy on turbogears, which in turn needs
either sqlalchemy or sqlobject. If you don't specify sqlobject you
get sqlalchemy which breaks something in Launchpad,

So you need to install python-sqlobject and python-turbogears
to get it to run.
