cannot import gpg v2/v3 RSA key

Bug Description

I am trying to import this key to attach it to my Launchpad account:

pub 1024R/23F5ADDB 1993-01-17
      Key fingerprint = 59 06 F6 87 BD 03 AC AD 0D 8E 60 2E FC F3 76 57
uid Ian Jackson (obsolete RSA key) <email address hidden>
uid Ian Jackson <email address hidden>
uid Ian Jackson <email address hidden>

When I paste the fingerprint into the form, I see a message that "Launchpad could not import your OpenPGP key".

I need to use this key because this is the same key that's in the Debian keyring; this would make it possible to upload the same signed sources to both Debian and Ubuntu, significantly simplifying my upload workflow for autopkgtest.

i got the same message on my key, so i tried the "Query the keyserver directly" link and it gave me this error:

Error handling request
Error handling request: 128-bit v3 fingerprints not implemented

However my key was sent to the keyserver. Here it is for reference:
pub 2048R/B8B5E809 1997-10-15
