The original message was sent three years ago. Launchpad should not now be e-mailing me as if it is new.

The Date field shown in that message is taken from the Date field in the e-mail, and thus it can be wrong if (for example) the sender's clock is wrong. Could we see the full headers of the message that required approval, if you have them?

I'm pretty sure it was originally sent in 2012. The problem is only that Launchpad/Mailman is referring to it as a "new message" just now.
