[Feature Request] Allow "Link to a CVE" for Ubuntu bugs to also accept 'CVE-' at the beginning, and strip it away when actually linking

Bug Description
Currently, when we have to link CVEs to a bug, we have to put it in with just the numbers, such that CVE-1234-5678 would be entered as 1234-5678.
When working with bugs, changelogs, and other issues, it sometimes becomes an extra step longer to remove "CVE-" from the input.
I don't think it would be too difficult to also accept 'CVE-1234-5678' format CVEs, strip the "CVE-" part away if it's present, and then continue linking the CVE.
(This should be considered a very small feature request, though, it is not a huge feature change but is also not horribly important)
