Setup a proper interface for Publisher.Config

Bug Description

Since 'pubconf' is returned by IArchive.getPubConf() it is wrapped with a empty security proxy and it forces us to issues 'removeSecurityProxy' in each callsite in order to access any attribute.
We have to setup a proper interface and remove the unnecessary proxy removals.
