Question edit form doesn't recognize binary packages

Bug Description

The package chooser on https://answers.launchpad.net/ubuntu/+question/1/+edit shows only source packages.

This is inconsistent with package searches elsewhere in Launchpad (for example: https://launchpad.net/ubuntu/+filebug-advanced).

Reproduction steps:
1. Go to https://answers.launchpad.net/ubuntu/+question/1/+edit
2. In the package field, enter a binary package such as "kdm".
3. Click "Choose..." to open the pop-up list of matching packages.

Expected behaviour:
The "kdm" package is listed among the matching packages.

Actual behaviour:
The "kdm" package is not listed among the matching packages.
