Bug Description
Most of the colleges/workplaces block SSH port, so it would be great if launchpad supported push and pull over HTTPS.

I remember I stared contributing to ubuntu with a 5 years delay because of this.
There still is on launchpad mail list my request to use dput over ftp or http
Implementing this will result in more university students approaching to ubuntu.
