SPPH:+listing-archive-extra's Builds section shows empty links for private builds

If an SPPH and its builds are copied from a private PPA owned by a private team into a public one, then +listing-archive-extra (e.g. https://launchpad.net/~juju/+archive/ubuntu/stable/+sourcepub/4439169/+listing-archive-extra) shows a Builds section with <a href=""> for each architecture. We should do something more sensible with build privacy here.
