Make "Does this bug affect you?" link grayed out if user isn't logged in rather than hiding it

Bug Description
Currently the "Does this bug affect you?" link simply isn't displayed when no user is logged in. Why not gray it out and add a tooltip that explains why it is grayed out (because no user is logged in).

Another approach might be to make the link always active, but invite anonymous users to log in upon clicking it.
