Bug Description
Currently, only the uploader and the maintainer are notified of uploads. Bug contacts should also get this information. It should probably also be possible to subscribe to a package and just get notification of any uploads of a given package.

Sounds more like registry though Curtis? Structural subscriptions on packages etc. Well, maybe both soyuz and registry.
